When I booted the laptop first time no mouse was connected externally. I was using touchpad. As soon as all things were working fine and everything was ok. I connected an external mouse. And then I shut down my laptop. The next time I start laptop again with my external mouse connected. It takes a lot of time to boot. And after it boots up it just works fine as before. But now, that I started it with my external mouse connected, and when I again shut it down and if I forget to connect the external mouse again, it again takes a lot of time. So, the thing is that if the hardware confugration of current boot is not same as previous boot, it take a long time. Why?

Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
The issue you're describing could be related to the way Windows 10 handles hardware configurations during the boot process. When you connect or disconnect external devices, especially USB devices like a mouse, Windows may need to reconfigure drivers and settings, which can contribute to longer boot times.
Here are a few suggestions to troubleshoot and potentially resolve the issue:
Check Device Manager:
- Right-click on the Start button and select "Device Manager."
- Look for any devices with an exclamation mark or a warning symbol. This could indicate a driver issue.
Update Drivers:
- Make sure that all your drivers, especially those related to USB and input devices, are up to date. Visit the manufacturer's website for your laptop and the external mouse to download the latest drivers.
USB Power Management:
- Disable USB selective suspend, which allows Windows to turn off specific USB ports to save power.
- Open Device Manager.
- Expand "Universal Serial Bus controllers."
- Right-click on each "USB Root Hub" and select "Properties."
- Go to the "Power Management" tab and uncheck "Allow the computer to turn off this device to save power."
BIOS/UEFI Update:
- Check if there is a BIOS/UEFI update available for your laptop on the manufacturer's website. Sometimes, firmware updates can address compatibility and performance issues.
Fast Startup:
- Try disabling Fast Startup. This feature can sometimes cause issues with certain hardware configurations.
- Open the Control Panel.
- Go to "Power Options."
- Click on "Choose what the power buttons do."
- Click on "Change settings that are currently unavailable."
- Uncheck "Turn on fast startup."
Event Viewer:
- Check the Windows Event Viewer for any error messages or warnings related to the slow boot times. This might provide more specific information about the issue.
- Press Win + X and select "Event Viewer."
- Navigate to "Windows Logs" > "System."
Check for Malware:
- Run a thorough antivirus scan to ensure that your system is not infected with malware, which could also impact boot times.
I hope this helps.
Take care and have a good day.

Hi Gaya1239. Hope this message finds you well and safe.
I have already tried all those methods you have written. The reason is that I am having this laptop for more than 2 years now. I have reinstalled windows numerous times. Disabled things like secure boot and have done literally everything which you are talking about like updating the drivers. (The thing is for this laptop there aren;t any new drivers right now, so can't do anything).
I turned on fast startup because my laptop used to take so much time from the time I bought it. This laptop has an HDD so I guess the problem is with that but my desktop PC also has an HDD. It does not take so much time to boot up even when fast startup is disabled. Turning off fast startup makes it like computer is restarting again and again which is very frustrating so that is the reason for turning on fast startup.
My problem involves the USB configuration during boot. If that is the same as previous boot then the computer boots normally. If you have any more good solution then please do tell.
