Models that come with the Celeron and Pentium processors do not have cooling fans.
So yes that is normal.
I don't necessarily agree with the decision, but I am not a PC hardware engineer.

Well it is powering off due to overheating. can i add a cooling fan to this model. HP doesnt offer one but i can find them on ebay.
I cleaned the conductive greese and applyed new, it stayed up and running for a bit then overheated again.
is it possible to add a fan.

Unfortunately, that I would not know.
Look at the motherboard, see if there is an electrical connector to plug the fan wires into.
If there is, order the fan listed in the service manual. There is only one fan listed.
