I didn't used my HP laptop for a long time, maybe a month. But recently when I opened it it open usually as it but the window screen never appear si what I did was remove the battery as I always do and start it again. But after a long time it says that "media test failure, check cable" and exiting boot intel agent" after that " non system disk or disk error replace and strike any key when ready " What should I do? I tried different ways such as restoring to default hoping it will arrange the boot order property or reseting the boot factory security. but no changes " Please help me

That error typically means the hard drive has failed. The message "media test failure, check cable" and exiting boot intel agent" is from the Intel NIC software and the Windows boot manager has gone to the last item on the boot list.
Make sure there are not any media in the card reader or a disk in the DVD/CD drive, then run the Diagnostics routine.
To run the Diagnostics routine, Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a popup menu shows. Then pick Diagnostics from that popup menu, F2.
Report back with the results.

That means the hard drive has failed and needs to be replaced. That also means the Windows and other software needs to be reinstall, assuming you do not have a recent backup.
Since the model number has not been given, that is about All I can tell you. Since it is a laptop, some of the newer ones are difficult to open the case. Post the model number and then I can locate the manual to see what your laptop has for a hard drive and how to replace it.

That is an old laptop. The newest listed Windows for that is Windows 7. You do not mention what was/is actually installed. So being that it is that old, did you happen to have Windows 10 installed or something older. If older than Windows 10, then unless the restore partition can be read or you have the install disks for Windows 7 or WinXP, it will not be as easy to return this PC to working order.
Anyways, here is the manual for that model. Page 54 is the start of how to replace the hard drive. It is listed as 250 GB HDD SATA 3Gb/s / 7200 rpm, which is older but you can use a SATA HDD 2.5" of 500GB or maybe even 1TB.
