HP Notebook - 14-ac159nr (ENERGY STAR)

On starting I get hp icon for a few seconds then blank Grey screen for few seconds then black screen for few seconds then repeats over and over with no booting

Thank you for posting your query, I will be glad to help you. 
It sounds like your HP Notebook 14-ac159nr is stuck in a boot loop. Here are some troubleshooting steps you can try:

Basic Steps:

Hard Reset:

>Disconnect all external devices (USB drives, printers, etc.).

>Unplug the charger, remove the battery (if removable), and press and hold the power button for 15–20 seconds.

>Reinsert the battery, plug in the charger, and try turning it on.


Check Display Output:

>Connect your laptop to an external monitor using HDMI or VGA.

>If the external monitor shows a display, the issue might be with your laptop’s screen or graphics driver.


Boot into BIOS:

>Turn off the laptop.

>Press the power button and repeatedly tap the F10 key until the BIOS menu appears.

>If you can access the BIOS, reset it to defaults, save changes, and restart.


Advanced Steps:

Run Hardware Diagnostics:

>Turn off the laptop.

>Press the power button and immediately start pressing F2 repeatedly to open HP Hardware Diagnostics.

>Run a system test and check for any failures.


Try Safe Mode (If Windows Starts to Boot):

>Turn on the laptop and press F8 (or Shift + F8) repeatedly while it boots.

>If the Advanced Startup Menu appears, select Safe Mode and try booting into Windows.


Perform Windows Automatic Repair:

>If Safe Mode doesn’t work, try force shutting down the laptop three times in a row when the HP logo appears. This should trigger Automatic Repair.

>Select Advanced Options > Troubleshoot > Startup Repair.
 

Check for Corrupted Boot Files (Using a Bootable USB):

>If none of the above work, you may need a Windows installation USB to repair or reinstall Windows.

>You can create one using the Media Creation Tool on another PC.

>Boot from the USB, select Repair your computer, and try Startup Repair or Command Prompt to fix boot issues.
