i brought a 2nd hand laptop of ebay, and when i tried to access the bio`s it asks for a password and doesn`t offer a factory reset option, i need to remove the password and put in a new hard drive so i don`t need to save anything, but i do need to clear the cmos and remove the bio`s password, does anyone know how to do that without sending the unit to hp or buying a new motherboard, i can easily buy a new dell laptop and sort the problem that way.

Non of @CF4 suggudtions will work.
Contact HP and they should be able to send you a customized SMC.bin file which you can use at boot to reset the password.

When talking to the HP rep ask them to escalate your service request.
Or download these files.

Insert clean USB flash drive.
Then run USB Image tool.
Choose the flash drive then click on RESTORE.
After restore remove flash drive.
Insert flash drive into locked laptop and boot. ”If HDD is installed remove before booting.”
At C:\OUTPUT type CD.. “Then hit enter”
Type HPBR “Then hit enter”
First thing is to save your settings.
Select #3 re-program.
Press “S” to save system information.
Type HPBR and hit enter.
Select “FIRST RUN”
Then select model.
After reboot repeat same as above but this time SELECT “SECOND RUN”

Hi
Several websites quote...
https://www.technibble.com/how-to-bypass-or-remove-a-bios-password/
https://www.wikihow.com/Clear-BIOS-Password
and since they and me use/suggest the battery removal technique, I thought it worthy of mention.
I find it easier than moving the little jumper.

My techs process upto 20,000 laptops a month.
We have been removing passwords from IBM, Dell, Panasonic, HP and many others for 15 years.
When it comes to ProBooks and EliteBooks call HP or run HPBR on the known models.
If it is not listed you can still try to Shotgun it.
If someone runs Shotgun on a model not listed I like to know about the outcome so I can update the list.
Best regards,
