My computer randomly restarted and the "Boot Device Not Found" message appeared. I followed the steps listed on the link shown which got me to a point of testing my hard drive or something. I then got a message that says "no hard drive installed" with no number. The website made it seem like I should've gotten a 24 digit code if the test failed. My computer is out of warranty (just barely) so I'm not sure what my options are, even though this should be covered no matter what since it's nothing I did. Please help/point me in the right direction! Thanks

That message typically means the hard drive has failed. If the "testing" that was done is from the Diagnostics routine , then it most likely has failed. Just to verify, try to run Diagnostics routine in this manner.
To run the Diagnostics routine, Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a popup menu shows. Then pick Diagnostics from that popup menu, F2.
Report back with the results.
If that is the same as what was done already, then the drive needs to be replaced.
For more accurate help the complete model number is required. The HP Laptop PC 15s-fq2000 (2D119AV) seems to be a model line. When using that info to locate the PC support, it shows multiple model numbers. Please locate the product number. It should look as HP Laptop 15s-fq2000nb. The model I used as example has a 512 GB PCIe® NVMe™ M.2 SSD as a hard drive.

Since the Diagnostics routine did not report the hard drive as failed, you should be able to "repair" the Windows install or reinstall Windows. I would first attempt a repair with the Windows install media.
If you need the install media for Windows 10, you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this media to boot the problem PC and pick "Repair your computer" instead of the install for now.
Here is a guide
https://www.laptopmag.com/articles/windows-10-advanced-startup-options-menu
If that guide fails to get Windows working, then you can use this new media to install Windows 10.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue. It will be activated once it connects to the internet, as it uses a digital key.
FYI: Here is the spec page for that model
https://support.hp.com/ee-en/document/c07029397
It indicates the hard drive is 256 GB PCIe® NVMe™ M.2 SSD which is a card located in a M.2 slot.
