I think I got bit by the dreaded secure boot problem. Unfortunately these instructions did not help

I get a critical errror on boot up that none of the built in tools can fix.
All the hardware tests pass
I can utilize the command line from x: however, and when I do that I can navigate around c: just fine. Tried executing fixboot but got "access denied". I'd like to fix this without resorting to a re image from usb.
I'm caught in an endless boot cycle where I can successfully enter the bitlocker key
Is there any command line magic to use here?

Since Windows cannot start then you need to enter Windows safe mode from outside of Windows
First read this article about safe mode. Skip down to 'Enter safe mode from outside windows. If F11 does not get you into system recovery then try turning the power on and off three or more times in a row.
Since the startup repair fails then do the restore point.
This video describes how to use a restore point. Ignore that it shows windows working. Clicking on "System restore" will bring up the list of restore points similar to what is in the below video.

If there are no restore points or the restore point is so far back that you'll lose a lot of programs then you need to bring up the device manager and see if you can fix the problem.
Find the device that has the error icon and try to fix it.

1 - see if you have cloud recovery
Go to the below site and enter your product ID including the 3 characters after the # character
If you have cloud recovery you can restore your system using a 32gb flash.
It may take an hour or more to create the recovery USB.

You can try
sfc /scannow
to fix any file errors

Here is an update. Safe mode outside of windows was not successful. There are no restore points. By manually entering the butlocker key i can get to advabced options. Uninstall updates un-installed some things but that was not fruitful. I can enter the command line. Sfc /scannow reported that it found and fixed some things but the overall behavior did not change. I enabled boot logging but where is the log file?
