I did a clean using diskpart,Now the lappy wont go into uefi mode even with it enabled in the bios setup,how do i fix it,ie recreate a working efi partition etc?.

Let me see if I understand the issue ...
You are going into the UEFI Settings, right? And they are set to CSM or Legacy, right? And when you try to change them to UEFI, you get an error message? IF so, what does it say?

the operating system says cant locate or create a partition,i have a ufei partition created by rhe file sp62405 that i downloaded and run to install it but it doesent work still,the operating system still treats my drive as mbr even tho uefi is enabled in bios ok.

You don't have an EFI System Partition (ESP) at the beginning of the Windows drive and without that you won't be able to boot using UEFI.
You can fix that by rebuilding the boot files.
Macrium Reflect is a free tool that can be used to image and restore PCs, but it also has an option to create Rescue Media (in disk or USB form) that can then be used to boot and/or Repair your PC.
It is available from here: http://www.macrium.com/reflectfree.aspx
What I recommend is the following:
a) Download and install Macrium Reflect (MR) Free -- this is a Trial version but should suffice for this
b) Use the option to create a boot USB stick or CD
c) Boot your PC from the MR media -- it will take a while, so be patient!
d) If needed, select the option to repair the Windows Boot
The PC should now reboot without problems. IF it still has problems, there are other issues at play.

Thanks,I am just downloading macrium home trial now,i am also trying with disk genius,its a chicken and egg situation,as the uefi is not working even when enable selected in the f10 bios screen,i converved the disk to gpt after doing a clean with diskpart,that leads to no o/s so i cant install the hp tools partition from the uefi support file,getting sick of this poxy lappy now!,not sure the recomended macrium program will work,i need 6 bootable partitions for multiboot with the uefi tab in f10 bios working,at the moment no o/s will install onto my gpt disk,looks like i will be stuck with mbr and its limitations,I cant belive such an expensive machine has me jumping thru hoops to make eufi function even tho the f10 bios option is there,why is hp such a shower of **bleep**?.

well i tried using the suggested method with macrium reflect by creating the recovery media,on that i selected repair windows boot,after going thru the motions the next tab was greyed out!,so back too the drawing board,what did hp do when the pc was made so i can recreate the needed section of the hard drive?.
