That error code indicates that either battery has failed, or the charger, or both -- it does not tell us which.
The "resolution" is to replace the failing device.
I would disconnect the charger and then look at the battery level. If that shows nearly fully charged, then it is most likely the charger -- and that would need to be replaced.
