HP 256RG9 i3-1315U Windows 11 ISO from Microsoft can't install. 


same here. Any storage .inf file was capable to recognize this chip.

Ih Paul. I won this battle just for a day. 
The problem is this PCH models and VDM. HP removed a option to disable it. There are a few problems to add at this behaviour too. If you get a Windows 11 ISO it is impossible to detect and install storage drivers. 
I won this battle today getting Windows 10 and disabling secure boot and using Ventoy to add PCH storage drivers. Ventoy is capable to load drivers before boot.wim asks for then. And Ventoy have some UEFI bypassing default settings to permit it to work. 
Because PCH not using F6 anymore, is masks NVME disk behing VDM in this model. Because Windows boot.wim is not smart as some Linux Kernel, it not works if you manually load a storage driver. No matter what driver you gets. 
The last and effective alternative is to use Ventoy, extract and put drivers on its usb, put windows 10 ISO and install Windows 10 to lauch HP Cloud Tool to download correct ISO for this model. 

I am now fighting with HPCT because it is not recognizing my product ID by now, but Windows 10 is installed. 
Windows 11 is a nightmare to install it using stock ISO.

It solved.

To install ISO from Microsoft you must do it using Ventoy copying all extracted drivers to Ventoy. But it worked for me using Windows 10.
