When Win 7 gets to logon screen at startup as soon as i touch the keyboard or mouse the screen goes black. I can open the window to Safe Mode, only the arrow keys work. When I select Safe Mode and hit enter, nothing happens. I can't go any further. I let this window sit for some time hoping that something would happen to let me in but the machine turns off.

In modern versions of Windows there is an option called System Restore which can restore your Windows to a previous known good state like "turning back time". It is enabled by default and I hope you will be able to use it and it will help.

That was the 1st thing that I tried, but I can't get into the computer to do anything! The right and left arrow keys are the only keys that work, not the touchpad nor the mouse. I put the boot disk that I made when I first bought the laptop but the screen is black and I can't tell what it is doing, you can hear the fan running and the computer doing something, but what? The key board lights up (num lock, touchpad on/off, caps lock, speaker, wifi) but only gthe arrow keys work.. I can't turn these lights on/off, no response. I pulled the hard drive and memory cards to reseat them, but no change. I ordered an external keyboard yesterday to try to get in that way. I know how to fix it but I just can't get into it!

What you described initially has changed to something more serious now.
Please, review the HP official article/guide about such issues you experience now. Follow the appropriate steps that fit your case to attempt to fix the issue:

If you did try everything from the guide but nothing helped, I am afraid you will need to bring your computer (or ship it) to service - HP Authorized service center. If the computer is still under warranty, you will need to notify HP support first. If you are not sure where such a center is located, please contact HP support for assistance in finding one. Thanks for your help. It is out of warranty so I think I will junk it since win 7 will no longer be supported in 2020. I have another laptop with win 10 that I can use. I put it off as long as I could - I hate win 10!

Thank you for the update.
I am not a big fan of Windows 10, too. If there is anything specific in Windows 10 you dislike, please, let me know. There are some things which may be improved (not fixed, but seriously improved) with some settings adjustments, tools, etc.
