What caused the problem in the first place?
Power glitch? Upgrade to windows 11?
Microsoft or HP update? Add a new device, memory, etc?
BIOS upgrade that went wrong?
Do the blinking lights show a pattern?

Remove the battery, unplug from wall, press the on switch a couple of times then plug back in.
Try to turn on using that 20 second hard reset procedure

Go into the BIOS setup and press the function key or select the option to set defaults for all menus.
Press F10 to exit and save.
Put battery back in and see if it works.
