HP Recommended

I bought the HP 255 G10. Ryzen 7730u version.It came with 45W adapter and when I plug it in to charge, cpu is throttles like crazy.It downs to 400MHZ but when I unplug it, it comes to normal.Why this laptop came with a 45W adapter and what am I supposed to do?
