If the laptop is turned on, the battery won't charge. It stays at the level it's at, and the indicator light near the charging port is blue, indicating full charge. Currently the battery level it's at 10%, and with the AC plugged in it stays that way. This happens in both Windows 11 and Linux.
If the laptop is turned off, the indicator light turns orange and the computer starts charging.
Things I've done to try and fix the problem:
- BIOS update;
- Letting the battery drop bellow 15%, removing the battery drivers, shutting off, and turning it back on after 30 minutes;

Hey! I'm not sure what this could be, and am just guessing. But here might be some useful information, there might be a good chance your battery is faulty, or (and this is a wild guess) HP battery manager might be screwing up. Have you tried turning this off? HP Battery Manager

Hi! I accessed the BIOS and there are no Power Options, I don't think my PC comes with the Battery Health Manager.
About the battery itself, I ran the checks using the Hardware Check tool and the tests are successfull.

I’ll post a few links that might help.
Most of them however, do come down to replacing the battery unfortunately.
One of the links recommends to get a new AC-DC power brick, I’d personally advise you to buy a new replacement battery before buying anything else.
Check to see if your device is still within warranty.

The symptoms are what an undersized charger would do. enough wattage to run the laptop, or charge it but not both at the same time. This is usually accompanied by a bios warning saying as much.
On Page 17 of your Service Manual here- http://h10032.www1.hp.com/ctg/Manual/c06271813.pdf Show 3 45W adapters, make sure yours is one of them.
