HP Recommended

My elderly deaf mother started a complaint in JANURARY 2024 with absolutely not resolve.  I took this complaint over last month with an official written complaint and one month later absolutely no reply. (We have tried email complaints, whatsapp communication, and now written). 

Does anyone have any advice before I take this to the small claims court, as I'm under the understanding the ombudsman isn't available for this issue, at what point does this become a criminal issue as my mum has been trying to return a faulty laptop (bought as a 2023 Christmas present) for a full refund and HP will not assist in this?  At what point of selling faulty products with no way to return them and on top of this, the deaf elderly are being targeted and penalised, is some form of fraud or theft? 

Any advice would be gratefully received.
