Cpu speed will not go above .40 ghz

My CPU will not go above .40 GHz and I have no idea why,  I've tried to follow other posts but nothing has come of them since my CPU isn't overheating (so no throttling)  I need asap. Addittinal details include the fact that the CPU wont clock above .40 Ghz in boot screen.

@JustGoJean -- are there any "power-saving" settings in BIOS SETUP, where you could "disable" it, thus setting your CPU to 100% speed?  Or, within Windows, will it boot to a point where you can use the "power settings" to set it to "maximum performance" ?

That didn't work, I changed the power plan to high performance and fixed the bios and none of it let my clock speed go up, but I did learn something about it, my CPU load percentage will not go above 19 percent.

How are you measuring it? If your computer has "4 cores with 2 threads per core", and you are using some program that does not exploit all 8 threads, then what you will see is one thread that is 100% busy, and 7 threads that are completely idle.  So, in that case, you might see "12.5%".  Maybe, if some of the other 7 cores are doing something "light-weight", you could see 19%.

That's not the case (i think), In addition to my CPU not wanting to above .40 GHz, the CPU percentage wouldn't go above 19%. I have tried running games that would stress the CPU out but that didn't even raise the percentage. I found all this info from task manager since it's the thing I've been using to check my CPU status. There are no applications that would cause this to happen on my computer.

@JustGoJean -- launch the Speed Test (www.SpeedTest.net) -- that app usually maxes-out any CPU that is slower than 2.5 Ghz.   At the same time, launch Windows Update -- another "heavy" user of the CPU -- and launch a virus-scan. While these tasks are running, task-switch to the Task Manager, to see the CPU percentage. Of course, the virus-scan will be "working" your SSD.

I see that your CPU has 4 cores, with 2 threads per core. That's a lot of processing power.
