My HP Fury G10 have this irritation start and stop of the fan every 20 seconds. Can it run a constant slow speed?

the bios controls when the fan runs based on the preset temperature setting it is monitoring

 

you should make sure the laptop is not on a surface (like carpet) that blocks the cooling vents on the bottom of the laptop

 

in your case it appears that your system is right at the threshold where the fans turn on to cool the laptop down

 

you can try adding adhesive rubber strips that raise the back of the laptop up a bit or use a commercial laptop cooling tray just cut the strip if necessary to the desired size

there are some 3rd party software apps that can control the fans, however if you go this route make sure that you only INCREASE the base fan speed slightly as decreasing it will result in overheating/throttling of the cpu speed
