OMEN Laptop - 15-en0013dx

Product Name, Model, and Number: OMEN Laptop - 15 | en0xxx | 2V926UA#ABA

OS: Windows 11 64bit

CPU: AMD Ryzen 7 4800H (AMD64 Family 23 Model 96 Stepping 1)

Hello, so I have been having problems with my HP Omen blue screening, black screening, freezing, everything you can think of and found out it was because of the CPU / Processor. In doing so I looked into the HP Omen Gaming Hub and saw that my CPU was almost constantly running at 42xxMhz when it's designed for 2900Mhz. I don't know how long I've had it overclocked like this, but I suspect for at least a year since I've been getting blue screens. I looked into how to not have it be overclocked and found that editing the power options and changing the minimum and maximum power to the processor to 99% instead of 100% worked to decrease the clock speed. But now I have the issue that my CPU clocks won't go above 1697.0 Mhz. Also I don't know if this is normal, but the clock speed that it says my CPU should be at on the gaming hub says 1700 Mhz. However when I increase the power settings to 100%, it says the clock speed is 2900 MHz but goes way over that...

Main Question:

Is there any way I can get my CPU clock speed to the rated base 2.9Mhz that it's rated at?

Fixed the issue, the clock speed is directly tied to the power, its given so adjusting the minimum and maximum would adjust the max clock speed. However, I could not see the setting for the "Performance Boost" when going into the power state settings. As I stated in the forum below, It was hidden for some reason and was on the "aggressive" mode, disabled that, set the maximum power to 100% and got the 2900 max mhz that I wanted!
