Installing Windows 10 Updates on Stream 14 Laptop requires more space

After having the Windows update fail because of space, I got a 64GB usb storage.  The first time, once I got the configuration correct, it updated fine. Now the update manager says there's not enough space even though the USB has 48 GB of free space. It keeps wanting to free up more space on the internal drive. I'm on version 1803 and unable to go any farther.
