Is this even the right charger, or is it dead?

So I’ve been given a laptop by a family member as he wasn’t using it, and I needed something for uni work.

Model number under the battery compartment says it’s 17-k200a, the Envy series I believe. The charger that came with it is an official HP one, part #709985-003 / spare #710412-001, 65W. How can I be sure this is the right charger? There’s a fair chance he gave me the wrong one, and we can’t check if he has another around. It’s been plugged in for a while now but still no signs of life, although I expect it’s been in a deep discharge. The charger and laptop and all components are in good condition, so no signs of damage. I just want to be sure this is the right charger, before buying a replacement if it turns out the laptop itself is possibly malfunctioning.

710412-001 is  a  Smart AC power adapter (65 watt) - 4.5mm barrel connector, non-power factor correcting (NPFC) - Requires 3-wire AC power cord with C5 connector (Prohibited to India and China)
