My HP Envy x360 2-in-1says the camera is blocked but it isn't. I don't have a F13 key nor any keys to turn off/on that I can ascertain. I've checked the camera settings, privacy and security settings, and removed USB devices and restarted. The device drivers say they are up to date.

It may have a lens cover (similar to a normal camera). Have you checked its lens cover yet ?

Regards.

There is no physical cover. Is there a Function key or something? I don't have an F13 nor do I have a key on the keyboard that appears to be for the camera. Next to F12 it PRT SC then the power power button and delete. Is there some other button to toggle a camera cover electronically?

I have tried all the help. I've done many restarts and checked all the settings. It says all my drivers are up to date.
