My laptop received 8 Gb RAM , only 3.89 is usable

Hi:

 

The only suggestion I can offer would be to see if this is the problem...

 

Run the msconfig utility.

 

Click on the Boot tab.

 

Click on the Advanced Options button

 

If the Maximum Memory box is checked, uncheck it.

 

Close the utility and restart the PC.

I did that and nothing happen after the restart
