I had some fan issues in the past (making contact with the case making a scraping noise) and had previously ordered a replacement fan from Amazon. I popped open the case and replaced the fan without any issues. Upon reboot I got an error code warning that my computer had shut down due to excessive heat (it hadn't) I got into windows and loaded up speed fan to see that one temp sensor was reading 75c while everything else was at a comfortable 32ish. I played with the cables by the fan a little and the temp sensor would flip between 75 and 35. I decided that the fan must be faulty so I uninstalled it and reinstalled the old fan. I was again warned about a shut down to excessive heat (still didn't happen). When I got to speed fan I again was met with normal temps across the board except for one reading 75 c. Playing with the cables no longer works, but when I graph the heat you can see it drop to 0 for milliseconds before going back to 75.
 
Before we go down the road of looking for cpu intensive programs, let me say I am 100% confident this is a faulty sensor, not an actual heat issue. I updated everything I could bios/hardware wise still with the same result. I have switched the fans, removed the fans, and tried every combination of new and old fans, same result. I eventually just disabled the Windows CPU cooling policy, and the computer works fine, just the fans are on full blast all of the time.   
 
Is there any way to disable this sensor? I didn't see any temp specific options in bios.
 
Where is the actual temp sensor on this laptop? Is it a component that can be replaced?

You cannot disable the sensor. Since the issue persists after updating the BIOS and replacing the Fan, I suggest you try replacing the Heatsink and the Thermal paste. You can also contact HP Support for Service Options
