Can someone help with why my Thunderbolt ports are not being recognized?

zBook Fury G8

Thunderbolt 4 (9A1F)

NVM Firmware 31:1

BIOS T95 Ver. 01.22.00

The computer says that PCIe is False,  which I guess means it's off or not working?

Thunderbolt Mode is Enabled.

I see no place where I can set or change the security settings in the BIOS.

I know the Thunderbolts work, because I can use them with a HUB.  But with a dock, they don't work.  I know the dock works because I've used it with other laptops.

Would HP limit the laptop to ONLY HP hubs?  Is there another BIOS or setting I can change to enable PCIe Tunneling?  If that's the problem?
