can my Omen gaming laptop 16-xf0000 (758Q9AV) ssd be upgraded? if so what gen of SSD?

According to the product specs the model series supports PCIe Gen 4.0 NVMe SSD's.
OMEN by HP 16.1 inch Gaming Laptop PC 16-xf0000 and 16-xd0000 series specifications | HP® Support
The notebook has support for two M.2 NVMe SSD's.
You can install a larger capacity NVMe SSD and/or you can install a second NVMe SSD in the empty slot.

is there a device or something i can use to transfer SSD data to a new SSD?
and what ssd with over a Tb of storage to you recommend
also I need it to have faster read and write speeds

If you buy a Samsung SSD, you can use the free Samsung Magician software to clone the drive.

My recommendation would be the Samsung 990 Pro...they come in 1 TB - 4 TB storage capacities:
