I recommend you use the HP cloud recovery tool to create a bootable USB recovery drive that will install Windows, the drivers and the software that originally came with the PC on the new SSD.
Here is an info link for how to use the utility...you will need a 32 GB USB flash drive for this.

You can download the software from the Microsoft Store.

Since you have to use the software on another PC, you will have to enter the PC's product number in the tool's search window in order to proceed.
The PC's product number is 611W8UA#ABA
If you want to clean install W11, I zipped up and attached the Intel storage controller drivers below so Windows can find the drive.
Copy all of the files in both folders in the attached file to a USB flash drive.
Have the flash drive and your Windows installation media plugged into USB ports.
Boot from the W11 installation flash drive.
When you get to the screen where no drives can be found, click on the Load driver option, browse to the flash drive with the storage controller drivers on it.
If you check the box, it will only include the compatible driver.
Click Next and if those are the right drivers Windows should find the drive and install.

Unfortunately, I have no idea how to fix that.
I assumed since it is a custom image specifically for that model, it was all set to go.
Did you try the F6 drivers I attached to clean install W11?
If those didn't work, try the ones for the Intel 10th gen core processors that I zipped up and attached below.
There aren't any for the Gemini Lake Refresh processors that I could find.

I think it does make a difference, but I can't find any specific storage controller drivers for that processor as I had mentioned in my last reply. The Pentium N 5030 is a member of the Gemini Lake Refresh processor family.
I could only find Intel 10th and 11th Gen core processor storage controller drivers.
Last shot...try the one I zipped up and attached below:

You're very welcome.
I am totally stumped.
You might want to post the issue on the Intel support forum, where someone with more experience with finding drivers for the newer Pentium processors knows the solution.
