Not sure if the issue is caused by your BIOS update or just coincidence.
You are saying you have an access to Advanced Options menu in Windows Recovery console so you can use a few tools there. First, select and run the Startup Repair. Hopefully, this will repair any corrupt startup files that prevent your laptop from loading WIndows10. If this doesn't fix the problem, try System Restore and choose a restore point closest prior to the day of your BIOS update.

Im just going to throw everything at it, I just ran a system fast test, going to just continue, everything seems to be passing so far. Today I got an unemployment letter, was told about it over the phone so I made this big deal to come back over here, and it turns out it was just a recomputation, instead of my appeal hearing notice. I'm pretty sure it's going to be coming up quite soon, I put that in before last christmas. Anyways, more tests!

Your UEFI BIOS seems to be working ok. You have a Windows startup issue which prevents the Windows from loading up and changing BIOS doesn't do any good.
You are getting a BSOD with BCD error according to your original post. BCD stands for Boot Configuration Data. So this BCD error needs to be fixed (this is easy to say as BSOD errors are usually hard to fix).
You have an access to Advanced Options menu in Windows Recovery console, so you can try Startup Repair first. If this doesn't work, you can run System Restore.

So you cannot open the Troubleshoot window to access Reset This PC option ?
Neither can you see other options ( System Restore, Command Prompt and so on) in Advanced Options?
If so, you seem to have no other choice but a full reinstallation of the Windows. See a post below for WAWood's link to HP Cloud Recovery tool.

I uploaded the screenshots of the Troubleshoot window and Advanced Options but something went wrong. Anyway, You can run System Restore. I don't know if it does any good but you can try.
Also, you can run System File Checker (sfc) from Command Prompt. It repairs corrupt system files. Click Command Prompt and at the prompt, type sfc /scnnow and click enter. You need to leave space between c and /.
