Recently did a reset on my daughters laptop because it said it had missing data files and was running slow. After reset never got the chance to set up a user account and it says other user and asks for a password. Won't recognise any Microsoft accounts and when typing administrator in the user babe field it says account has been disabled. Triedthe shift reset to get to advanced options but none of the choices i see in other solutions are there. No command prompt or anything. Tried resetting again from there but says i need to be an administrator to use that function and goes to a screen to pick the user account that is the admin the list is blank. Tried going into the eufi settings to change boot order to use an iso image i created with the Windows media Creation tool but it doesn't have the boot order options. Please hellp I have an extremely sad 10 year old little girl that I have to make smile again. Thanks in advance

Welcome to the HP Support Community @Daytripr
That is the result of a reset with the option set to "Remove everything"
I can't find the HP document for this yet but it just entails this.
Use reset through Windows Recovery Environment:

When I find the document I will post it.

Factory Reset and it created "other user" account.

I've tried to reset through the recovery environment via shift restart but it says i have too be an admin to perform that task. No command prompt option to add a user as an admin. I've tried to get into the boot options to made it boot from disk but that option doesn't come up so even if I buy the recovery disk I can't use it. Uggggg if i can't get this resolved this will be the last hp product i ever buy because I've read that the manufacturer has disabled the boot order options

Did you upgrade from W8.1 to W10 or did you purchase it with W10 installed???
