See this post below. The author faced the same issue as yours, and he created a recovery bios usb flash drive and ran it via Firmware Management in F2 HP PC Hardware Diagnostics UEFI to update the bios successfully. Click on the "this guide" in his first post then go to the "Updating the BIOS Manually from a USB Flash Drive (Outside of Windows)" for step-by-step procedures.

If your version of PC Hardware Diagnostics UEFI does not show Firmware Management, you need to use a workaround. Let us know what you find.
