Microsoft Windows 10 (64-bit)

 Win 10 OS will not load.  Laptop stuck in 'Troubleshoot', 'Start Up Repair'  loop with no option to 'Reset this PC'. Performed 'Extensive System Tests' several times, everything 'Passed' each time. Hard drive is HDD not SSD.  Was going to update my BIOS (currently ver: F.25) to an HP recommended F.45 Rev. A.  While installing I noticed that the choices offered in the BIOS Management File Navigator {(021DE.bin), (02163.bin), (08175.bin)} do not match my system board ID (233F).  I backed out and left unchanged.  Are one of those choices correct or should I update to another BIOS Version?  If so, which?   If necessary, I have downloaded a Windows Installer application (Ver. 10.0.1904101) to a USB and will proceed to reinstall Win 10 OS when BIOS is correct .  Or is there another way to access Windows RE through BIOS?  At this point I am willing to lose applications and files just to have a functional laptop.  Your expertise is greatly appreciated. Thank You.

side note: is having the 'operating system image' a useful piece of info?
