Microsoft Windows 11

This past Saturday evening I shut down my laptop as usual. On Sunday morning, when I turned my machine on, I was greeted by a black screen with this message:

Boot Device Not Found

Please install an operating system on your hard disk

Hard Disk (3F0)

F2 System Diagnostics

For more information, please visit www.hp.com/go/techcenter/startup

I am just at a complete loss about how to fix this. I tried contacting HP through Facebook, and this was their response:

Create a recovery kit using HP cloud recovery tool and reimage the computer. Refer to the below link for step by step instructions. https://support.hp.com/gb-en/document/ish_4511095-4511141-16

But the process is just not clear to me. Is there anyone out there who can talk me through this?  For one thing, how do I download and install this cloud recovery tool when I cannot even start up my computer?

HELP!!
