Did you ever get an answer or manage to solve this issue?

I have a very similar experience with a notepad 15

Unable to solve it for many many hours, tried all the forums, online "experts" how to, website posts, youtube videos, even listed the problems on twitter, nothing, not a sausage.
Unable to update bios (tried recovery and copy files to use on another computer)
Tried rufus method ISO, tried USB method, nothing.

This machine was bought from a "third party supplier"  only 16 months ago, it was originally built four years ago according to the stored info.
It ran windows 10 before (very slowly with few apps installed) for occasional online browsing, until the hard drive gave up completely after being in sleep mode, so I thought a nice new 1TB SSD would speed it up and sort out the slow speed issues.
It cannot be that difficult to fit a new SSD and have it install an operating system?
With HP laptops, it would appear so.

Do you have acess to a desktop pc, should be easier to install windows thru there , or you just might have gotten a lemon pc , if you have tried running the ram test all night and it pases, the only thing left to blame is the board
