I formatted my laptop 2 years back for the first time. Now it got slower and I needed to install some heavy softwares also, so I decided to format it again. But the tech guys said that the windows backup from last format is missing and they can't do it without the backup of original windows or they will put the pirated version, what should I do?

Reinstalling a Windows 10 OS is not a problem and does not require anything special. You can make an installation media for yourself, if you like, by visiting M$ site
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media" and follow the directions. You can then reinstall Windows 10 with no problems. When it asks for a product key, click skip and then finish the install. Once the install is completed and the PC connects to the internet, it will activate by itself, because the Windows 10 was installed prior.
I do not know why they would say "they can't do it without the backup of original windows or they will put the pirated version" Perhaps you need a different tech guy.
I'm not an HP employee.
