my computer does not turn on unless plugged in. When plugged in with the charger it will turn on but the battery stays on 0% regardless of being connected.

Almost certainly, your battery is defective.

 

You could run the: powercfg /batteryreport command in the Command Prompt to generate a report that breaks down your battery's health and usage:

Your HP Laptop 14-dq0002dx (20J08UA) requires this battery with p/n: L11119-855 "Assembly-battery 3C 41W 3.6A LI HT03XL".
