*** Please advise which OS will be best for me,
Windows 7 or 10, also advise about 32bit or 64 bit OS ***
(also willing to replace 1gb ram with 2gb to make total of 4gb ram )

Your processor is quite old and and entry level processor with not much power. It is a dual-core processor and you would want 4 cores for decent performance under Windows 10. While is it 64-bit, it doesn't do VT-x and my guess would be that it would not run Windows 10 well, if at all.
You only have 3GB of memory, and while Win10 can run in 2GB, it really needs 4GB to perform reasonably well.
So, based on this, my recommendation would be Windows 7 64-bit as the OS.
Others may have different opinions.

Upgrading the memory does not address the lack of processor power, the lack of VT-x, or the distinct possibility that with hardware this old, it is unlikely that any Win10 drivers would be found for it. The processor does not have much power, and my experience with these is that they struggle with Windows 10 and work better in Windows 7.
