Bios Recovery Needed

Hi All, 
my laptop needs a recovery Bios as its not booting, so i tried downloading the biod file from hp center, but it gives me an .EXE file, i need the .bin file if someone can help so i can flash it on a bottable usb using rufus.

You run that file on another Windows PC and create a USB BIOS recovery flash drive.
