I updated the bios from version f.47 to f.48 and I returned vulnerable to spectre. why?

HP had released a BIOS update to address Spectre based on code from Intel which was later determined to cause system instability issues. Intel recommended removing the previous code/BIOS until they have it worked out. HP released new BIOS to reverse the unstable Intel code and is waiting for new microcode from Intel.
The Security Bulletin here gives more details and will have the new BIOS files listed when they become available:

RESTART THE COMPUTER AND CHECK,STILL THE ISSUE PERSIST
2)RUN INTELLIGENT UPDATER
DOWNLOAD FROM AND RUN THE TOOL,RESTART THECOMPUTER
AND CHECK
IF THERE IS A VIRUS IN THECOMPUTER
-CHECK WHEATHER YOU CAN GO ONLINE,IF YOU ARE NOT ABLE TO ACCESS INTERNET ,FIX THEINTERNET
ISSUE BEFORE CALLING NORTON
-CHECK FOR VIRUSES IN ADD/REMOVEPROGRAMS,IF NEW PROGRAMS IS INSTALLED WITHOUT YOUR AUTHORIZATION UNINSTALL IT
