hp Laptop 15-ef0010ca

Got laptop from BestBuy hp 15-ef0010ca , no disc no manual just a laptop in a box

My sons laptop, he seems to have messed things up. cannot get in or do any of the offered repair stuff as it is goes in a loop which results in there are no admin accounts to do any thing with, so online the solution seems to be create a Win 10 installer USB from an ISO (which I have done) then update BIOS boot order BUT the BIOS is asking for a password. As per reading other threads on this similar situation I did the password field 3 times and got a code , I did it a bunch of times though and the first time code was B316FEE9 second time was 3FF14A85. 

EDIT the code is presented with System Disabled  then next line    A    [3FF14A85]
