We purchased a new HP Laptop for my dad. He never activated a Bitlocker, but my dad did something to his laptop and now we are at this screen. Do you know how to retrieve the key number to unlock this?

If you did not export the Bitlocker recovery key to the Microsoft account used to set up the computer, you will need to reinstall Windows.

 

See this link for how to recover the Bitlocker recovery key.

 

Find your BitLocker recovery key - Microsoft Support

 

If that doesn't help, since the PC is relatively new, you can use the HP cloud recovery tool on another PC to make a bootable USB recovery drive to reinstall the HP software image on the drive.
