Welcome to the HP support community.

Do you get any error message.
May i know what kind of lights is blinking.
in the meantime Lets recovery bios manually , to manually recover the BIOS on an HP computer, you can try these steps:
- Turn off the computer and ensure the AC adapter is connected to power
- Press and hold the Windows + b keys
- While still holding the Windows + b keys, press and hold the power button for 2–3 seconds
- Release the power button, but continue to hold the Windows + b keys
- You might hear a series of beeps
- If the HP BIOS Update screen doesn't appear, try pressing the Windows + v keys
