I already tried the Windows Button + B/V and it didn't work. The Notebook's Original OS is Windows 7 and I upgraded it to Windows 8.1 (64-bit). NO POWER on screen. Unending Blinking Caps Lock and lit F12. Will the BIOS recovery flash drive work even though theres no power on screen. I also tried the "hold power button" solution but it didn't work.

Welcome to the HP Forums!
This is a wonderful place to converse with the community, get assistance and find tips.
I reviewed your post and understand that the computer is not booting to windows and the caps lock key is blinking continuously.
I'll be glad to help you 🙂
In order that I may provide you with an accurate solution, I will need a few more details.
- When was the last time the computer was working fine?
- Have you made any software or hardware changes on the computer?
- Have you performed any troubleshooting steps before posting?
While you respond to that, I would like to inform you that if the caps lock is blinking continuously it means CPU failure. However, I recommend you follow the steps in the below article and check if it helps.

1. When was the last time the computer was working fine?
Answer: Last Week, While I was playing the screen went White then when I turn the computer off the computer was fine again then the screen went Brown then when I turn it off again then I turn the computer on again and that’s where the issue started.
2. Have you made any software or hardware changes on the computer?
Answer: I installed an application called Driver Booster which updates your drivers.
3. Have you performed any troubleshooting steps before posting?
Answer: Yes, I already tried holding windows key and B/V. I also tried the hard reset/hard reboot but all of that didnt work.
