I can't get past the blue screens after loading. First one says keyboard settings, 2nd screen offers 'Troubleshoot' or 'Turn off PC''
The problem started when I was calibrating the battery, and followed HP advice to fully charge, then discharge using 'memory extensive test'. The battery drained, and when I restarted, I was into the blue screens.
I have tried numerous other ways to try and get loaded.... start-up repair, Bios update, disk check, ESC, F10, F11. I can get to command prompt and have tried CHKDSK, EXPLORER.EXE.

If your laptop suffered a sudden power outage, then some windows system files could easily have been corrupted -- which is why you are getting the keyboard screen. Windows thinks things are so bad that it wants to be reinstalled, so it is starting with the default keyboard layout.
The Windows Explorer file is not located in system32 folder but in Windows. Why not just press Windows-key + R to bring up the Run window and enter explorer in there? If that does not work, Windows is too corrupted to salvage and would need to be reinstalled.

Thank you for the quick response. I'm unsure if I'm doing it correctly.
I have pressed and held down the Windows key and the R key at the same time. Nothing new appeared on screen, other than the blue screens mentioned. I also powered down, and did the same at power-up, to see if it would go in before the blue screens appeared - but unfortunately, it didn't.
