This has been resolved by forgetting and repairing for the 5th time.
My current OS Build is 135.0.7049.104. About two updates ago (around April 5?) my bluetooth mouse and 10-key pad stopped connecting. They will connect and then immediately disconnect. And will attempt to connect and disconnect anytime I touch the Chromebook. This happened after an OS Update because I was working fine, updated, rebooted, and then the mouse and keyboard would not connect.
I have done all these multiple times:
Restart Bluetooth
Forget and Re-pair Devices
Check for Interference:
Update Chrome OS:
Reset Bluetooth Settings:
Is there a setting to check? Is there a patch? Can I downgrade my OS to a previous build. I do not like the touch pads and crunch numbers so the keypad is very nice to have.

Thank you for posting your query. I will be glad to help you.
I understand that you have trouble with the HP Chromebook. Thank you for letting me know about the steps you have tried. In this case, I would request you to please perform a Chrome OS was or reinstall the OS and let me know.
On the working computer (not the Chromebook with the error):
1. If you're using a Mac or Windows computer:
a)If you haven't yet, install Chrome.
b) Open Chrome.
c) Install the recovery app.
2. Open the recovery app.
3. Click Get started.
4. Click Select a model from a list, or type in the model number of the Chromebook you want to recover. To find this number, look at the bottom of the error message on your Chromebook screen.
5. Click Continue.
6. Insert your blank USB flash drive or SD card into the computer.
In the dropdown menu, choose the USB flash drive or SD card you inserted.
7. Click Continue.
8. Click Create now.
10. When you see a message saying that your recovery media is ready, remove the USB flash drive or SD card from the computer.
"Please insert a recovery USB stick or SD card."
11. Insert the USB flash drive or SD card that you used to create recovery media.
12. Follow the on-screen instructions.
