Welcome to the HP Support forum. Thank you for posting.
Possible reasons for your issues are:
- USB pen drive is not bootable or OS has not been written correctly
- UEFI/BIOS configuration , a.k.a. Secure Boot enabled / Legacy mode disabled
- use F9 , not F10

1. Ensure your image is bootable and written correctly
2. Load BIOS settings F10. Go to "Advanced" tab. Make sure Secure Boot is unchecked/disabled
Also, make sure Legacy Boot order is enabled. USB drive is upper than internal storage device
3. Save BIOS changes and exit
After the above criteria is met, please insert your USB drive
1. Please, shutdown the computer using the power button
2. Power it on.
2.1 As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu
3. Choose F9 to open Boot Device Options
4. Select your USB drive and it should begin loading
