Product: HP15 Notebook
Operating System: Microsoft Windows 10 (64-bit)
laptop will not boot and if entering into F10 mode, the Recovery Manager gets error x:\sources\recovery\tools\HP\Rita-Tool\ cannot be found.
only access is to the command prompt
performed system diag and quick test did not show any errors

I suggest you to perform extensive hard drive and memory tests from System Diagnostics UEFI by tapping f2 key as soon as you power on notebook. Let it complete. If all tests PASSED,
You can try the below suggestion to CLEAN INSTALL Windows 10,

This will allow you create UEFI bootable Windows 10 (build 1709) USB using Microsoft windows media creation tool from ANOTHER working computer
Next disable secure boot from BIOS, plug in the installation USB, change boot order in BIOS to USB ,then proceed with clean installation of Windows 10
Disable secure boot:

Clean install:

Windows will be AUTOMATICALLY ACTIVATED on installation while connected to internet
