OMEN by HP - 15-ce015dx

Here is a little back story behind what is going on with my computer. I was recently gifted an HP Omen gaming laptop which has a 2TB hard drive. I purchased the new call of duty from steam but could not install because it said I did not have enough space. I deleted the only two other games I had on there but it still wasn't enough so I went through the computer deleting a few apps that I thought did not need. After creating enough space and installing the entire game I could not run it because apparently I wasn't using the most recent version of Windows 10. When I tried to update to the most recent version of Windows the update kept failing and I was getting the error code "0x8007000d" which upon doing some research I determined could possibly have been from me accidentally deleting a file that was crucial for the computer to update. I decided to just restore the computer to factory settings but after restoring the computer I am now caught in a boot loop. I tried to reset again through the BIOS menu but even that kept failing. I decided I would just install Windows 10 onto a USB and just reinstall everything fresh. I'm using my mother's computer to try to download onto the USB but it keeps wanting to download to her hard drive instead of the USB. I was thinking I would just go ahead and buy a USB with Windows 10 pre-installed but apparently I would need some kind of product key. I'm at a loss at what to do here. If anyone could help me get my computer fixed from any one of these points it would be greatly appreciated!
