Can you examine both the original L85364-005 HP memory and the new Samsung and compare them?
You would have to use an NVME USB adapter and run the following command from the window admin CMD for example
fsutil fsinfo sectorinfo c:
The 512 is required for booting in window as I understand.
The above came from a Samsung SSD 970 EVO Plus 1TB

THANK YOU ALL FOR TRYING TO HELP ME.
None of your suggestions worked on my hp 250g8 i3 11 gen.
called hp cutomer care(multiple times), they didnt help(gave excuses such as..."we will call you back later"...never did)
So i went to the pc market in my city, pc repair guys tried 8-10 different pen drives(with f6/vmd/rst etc), none of them worked.
Then he removed nvme ssd, put it in a lenovo laptop, easily installed win 11 23h2, then put it back in my hp laptop, Cost me a 500 bucks in my currency, but it works fine.
I would never buy a thing from hp ever again in my life. ONE OF THE WORST SUPPORT.

I hear you and fell the same way about Mac products from Apple and MicroVaxes from DEC but I have moved on from my experience with DEC.
Thank you for posting how the problem was solved. It did take a second system to do the install on your laptop's SSD and that can be recommended should this problem happen to another user.
