I don't understand your comments -- as the BIOS code is FIRMWARE and, as such, is not in any readable language, including Chinese.
Are you saying that the screen items, menus and such, are in Chinese? Did you buy this PC from China?
You should Google for language packs and see about installing English -- but we can't help you do this ourselves as this is an English-only forum.

neglected to answer your question: no i didn't buy it in china it was given to me and i'm 1000% american....so hopefully that puts us on the same page. this is the first time i've run into this issue and i'm stumped. i've tried a bunch of different suggestions and it all comes back to knowing how to read chinese.....all dead ends. everything in this computer is set to english which is why i don't understand bios being excluded.

As I said already, the BIOS will not be in Chinese or English, it is in firmware and that is not readable.
The BIOS prompts and other items being displayed are in the default language for the OS installation and in your case, it looks like that is Chinese -- which is why I asked if you bought this from China.
My suggestion is to go online and look for an English language pack and download that to another PC. Then go through the motions of installing that -- but do not actually do that. Why? Because that will show you the screen images and selection options in English. They will be the same options, in the same screen locations, if they are displayed in Chinese on your PC.
Then, copy that language pack to your PC and install it -- repeated the steps you did on the other PC in English.
