<Sigh> Every time I read one of these Factory-Reset-Failed posts I cringe and continue to wonder why everyone seems to think a factory reset is a miracle cure when, in many cases, it only serves to make things worse!
Your forced reset put Windows BACK to where it was when it was first loaded, and now, Windows Update is going to run automatically to update it -- forcing your CPU to 100% and your drive to 100% -- until it is done downloading and installing updates.
Chrome has never worked well with Windows 10 and is known to have performance issues -- so there is no "quick solution" to this.
