I try to be realistic with folks, and for all practical matters -- it can't be "fixed". If the CPU is not working, as the message implies, that can not be replaced; instead the whole motherboard needs to be replaced. IF the CPU is fine and the motherboard has failed, that is essentially the same problem. HP does not sell new motherboards, nor do they replace motherboards.
You can sometimes find them for sale on the Internet but you will get getting a USED board that probably will NOT work, and even then, it will not work with your copy of Windows, so you would then have to buy and install a new copy of Windows.
You could take this to a local laptop repair facility and have them examine it -- but if they find the same issue, the solution, for what it is, is still the same.
